Just hangin' around outside the Capitol

Apparently this guy, Wenhao Zhao from Sydney, just stood in front of the Capitol building with two suitcases and refused to explain himself to police. He just said he wanted to see the President, and if they wanted to know what was in his bags, they'd have to open them themselves. On CBS, I heard an officer say that he was behaving "differently" than everyone else. So what did they do? A SWAT team tackled him face-first onto the pavement and drug him away. Bomb technicians opened his suitcases with explosives to find clothes and a CD player. The Senate half of the Capitol was evacuated, as were the tourist areas and the House offices facing the West side.
